If you look at the ICANN bylaws (no, don't stop reading here ;), there are a number of places where things are organized by "geographic region". That includes, for instance, geographic diversity requirements for the board (at least one fom each region), ALAC composition (3 folks per region), organizing the At-Large Structures (one RALO per region), and so forth. So, this is *not* about establishing jurisdiction over ICANN, but about figuring out what countries should or should not be lumped together for the purposes i gave above.
