[At-Large] WDPRS is broken, where do I complain

I'm trying to report a domain whose registrar has no WHOIS at all, but I can't get past the first page, in which it keeps showing me different CAPTCHAs. I am pretty nearsighted, but I don't think I would fail six CAPTCHAs in a row. Who's responsible for it? Whom do I alert? Tnx.
