And I assume, as an Advisory Council to the ICANN Board, we also have the opportunity for any input on this and any other matters that the specifics that our AC function affords us could be exercised... Therefore we need to address now some (at least) of the 13 points raised by Danny earlier: So let me attempt a beginning here:- A. under the WG volunteer interests list aggregated from the responses to the Public List call I see:- New GTLDs Nguyen Thu Hue Gurumurthy Kasinathan Erick Iriarte Ahon Sebastien Ricciardi And note the [previous to LA] activity on list of the following contributors to the GNSO - Liaison list (which may indicate a variety of interest or commitment to these continuations of the WG activities to various degrees) and it was from this list that contributions then incorporated into the ALAC endorsed (during LA) report that was complied and created by Danny and presented to this WG on 26th October ... Danny Younger Alan Greenberg Beau Brendler Jacqueline Morris Vittorio Bertola Jeffery Williams Karl Auerbach Evan Leibovitch John Levine Roberto Gaetano Hong Xue Dan Krimm Holly Raiche Darlene Thompson Joe Baptista Carl Austin Bennett and myself ;-) Whilst this may roughly constitute a measure of interest in this next phase of the WG activity... it does go some way to answering point 6. B. To points 1, 2 & 3 of Danny's list , whilst an ALAC appointed issue co-ordinator may be a task leader and or WG Chair in some situations, in this case I suggest that, if time and energy permit a natural fit for the continuing roll of Task Leader is Danny Younger and that ALAC endorse and support Nguyen Thu Hue, as the Issue Coordinator and that these two people could operate as co-Chairs on this matter, The ALAC Chair registers her intent to take an ex-officio roll in the work of this WG at this time, but remain available at all times to facilitate it's activities in any way possible... And will specifically work with these 'lead team' on the preparation of the WG TOR (point 4) C. Points 5, and 9-12 are then starting points for the 'lead team' and here I suggest that the officers of the ALAC (ExCo i.e. Chair 2 x Vice Chairs and Rapporteur) work online or in a dedicated teleconference {suggest next week say on the 29th with time TBC} and that this sub grouping of ALAC and the WG prepare the current response and additional input as suggested by Roberto, for submission on November 30th at that time. <http://icann.org/public_comment/#gnso-improvements>. Please take this missive as the response to point 13, and can we: i) confirm our continued use of the GNSO-Liaison list for this activity (so we can stop cross posting) ii) confirm agreement or otherwise to these listed (A-C) proposals from the ALAC Chair iii) confirm a telephonic link up with appropriate secretariat support on the 29th November if we are in agreement iv) consider that at this meeting or perhaps at a dedicated point in time in it that the RALO secretaries also join and make their specific contributions (as that is the obvious mechanism for addressing points 7 & 8 IMO I trust this is seen as a suitable starting point by you all... The extension has been requested to me (as BGC Chair and GNSO Review WG Chair) by two constituencies who needed more time to prepare an answer that could take into account the discussions we had in LA. Incidentally, this means that the draft that will go to the BGC (and therefore not a "next iteration") will be done only after reception of these comments, i.e. in December. This is most likely the last chance to comment, because if the BGC agrees on the text, it will be moved to the Board for final decision. Of course, there will still be the chance to address directly the Board, and the Board will most likely open a public comment period, but the chances of having substantial changes at that point in time would be slimmer than in the earlier drafts, when the text was in the hands of the Working Group. In simple words, if ALAC has something to say, it better say it now, including if there are some points that ALAC considers good ones, and that it does not want to see dropped in the final draft. Sorry, but I don't understand why we are expected to make further comments at this point before the next iteration of the BGC WG report comes out...
As per the transcript of the GNSO Improvements session:
"And we are going to produce another draft roughly by the end of November. We're planning to present a new draft for the attention of the Board Governance Committee, who will then transmit it hopefully for the consideration of the board in the December meeting. At the latest, in January."
So what's the point of a nine day comment period extension when no new documents are available to consider?
