It seems to me that this qualification assumes a hierarchical relationship of organizational structure, whereas the operational reality may be more "networked" and cooperative. I do know that this proposed change would deepen the ambiguity of Canadian organizational participation in ICANN/ALAC/NARALO rather than resolve it.
