Who decides what an emergency is?? It sounds like an attempt at delaying the inevitable. Delaying the depletion of IPv4 space is just a delaying tactic. Focussing energy on getting content providers and ISPs to rollout IPv6 as much as possible would, in my view, be a much better way to spend one's time.
