the latest version of the New gTLD Draft Final Report (dated 16 March) is now available online at: http://www.gnso.icann.org/drafts/pdp-dec05-draft-fr.htm. It does mention that "Some new generic top-level domains may be internationalised domain names (IDNs) subject to the approval of IDNs being available in the root." IDN WG is going to take its contents into consideration when forming IDN policy.
