So the organisations like WIPO that probably have loads of cash don't actually pay for domains? That's a bit nuts!
The .int domain is very old and very small, with only 129 entries. It grows very slowly since you need to have a ratified international treaty to get in, and most of the entries are pretty obscure, like pic.int which is The Rotterdam Convention on the Prior Informed Consent (PIC) Procedure for Certain Hazardous Chemicals and Pesticides in International Trade. A reasonable answer might well be that it would cost more to bill them than not. I agree that it's worth asking whether there is a threshold size below which free management makes sense, and if so, how do you identify them.
