It would not surprise me at all if one of the acts of the new post-JPA ICANN is to move its incorporation outside of the US, to an environment less litigation happy and more in line with the its status as an international co-ordination body.
Except that Affirmation 8 reads "ICANN affirms its commitments to: ... (b) remain a not for profit corporation, headquartered in the United States of America ..." Alan
