As I understand the process, the formal PDP report was completed and there was no intent (in practice or the Bylaws) to re-open it. Some councillors voted against or abstained for reasons in line with many of the public comments, and they had already submitted a minority report on these issues (recommendations 6 and 20). All public comments (or a summary - not sure) will be included in the package presented to the Board. There was a staff summary of the comments published and online.
