Except that Affirmation 8 reads "ICANN affirms its commitments to: ... (b) remain a not for profit corporation, headquartered in the United States of America ..."
...and thus, the plot thickens. :-) In a changing Internet context, in a changing world, should the AoC be a static document, or should it be an intermediate state, on the way to a new type of organisational home? Olivier
