The Board has approved the BGC report on GNSO restructuring with the exception of Council structure. It is creating a working group and the structure of this group has been tightly specified by the Board IT IS RESOLVED THAT THE BOARD ENDORSES THE RECOMMENDATIONS OF THE BOARD GOVERNANCE COMMITTEE'S GNSO REVIEW WORKING GROUP, OTHER THAN ON GNSO COUNCIL RESTRUCTURING, AND REQUESTS THAT THE GNSO CONVENE A SMALL WORKING GROUP ON COUNCIL RESTRUCTURING, INCLUDING ONE REPRESENTATIVE FROM THE CURRENT NOMCOM APPOINTEES, ONE MEMBER FROM EACH CONSTITUENCY, AND ONE MEMBER FROM EACH LIAISON-APPOINTING ADVISORY COMMITTEE, IF THAT ADVISORY COMMITTEE SO DESIRES, AND THAT THIS GROUP SHOULD REACH CONSENSUS AND SUBMIT A CONSENSUS RECOMMENDATION ON COUNCIL RESTRUCTURING BY NO LATER THAN JULY 25, 2008, FOR CONSIDERATION BY THE ICANN BOARD AS SOON AS POSSIBLE, BUT NO LATER THAN THE BOARD'S MEETING IN AUGUST 2008. That gives the ALAC a seat on this working group. I don't know exactly how quickly it will form, but since it must report in less than a month, I expect it to be very soon, and I think it important that we be there from Day-one. I have asked that the ALAC support my being on this working group. My major goal will be to ensure that regardless of the ultimate structure, that the users and not only registrants will have a place in the Non-commercial Stakeholders group. Further refinements we can discuss over the next week. I do note that it will be an interesting challenge for us to come up with a way to create such a User Constituency, but we will face that once we have the opportunity. Alan
