I am generally in line with what you think. I am thinking at whether there could not be one main principle - an entity lies in the At Large if it acts on behalf and for the good of a grouping of individual users of the Internet - and then add the additional criteria for a number of specific cases like the above.
On legal forms, I am wondering whether we could not rule out altogether all for-profit forms of association: correct me if I'm wrong, but for-profit legal forms and not-for-profit legal forms are clearly distinguishable under almost every legal system.
Probably. But since we are taking their word for most of what they say, this one is probably no different.
About the change in meeting the criteria, perhaps there could be a regular procedure (e.g. every two years) through which staff asks ALSes to submit by email a declaration that they still meet the criteria; it might be better than having to rely on their willingness to inform us.
It would certainly be better, but perhaps too much of a task to request, receive and process, and follow-up and remind those who have not replied (which will probably be the majority). Probably little choice but to put onus on the ALS or perhaps the RALO. Alan
