Fellowship Program to Enhance Global Participation in ICANN MARINA DEL REY, Calif.: People from across the world will have more opportunities to attend ICANN's 29th Public Meeting in San Juan, Puerto Rico thanks to the <http://www.icann.org/fellowships/>trial global fellowships program launched today. "We want to foster increased participation from developing and least developed nations at our public meetings and this fellowship program will do just that," said Paul Levins, ICANN's Executive Officer and Vice President Corporate Affairs. Priority will be given to current residents of developing and least developed nations who are interested in participating in the ICANN government advisory committee, the country code names supporting organization, and the generic names supporting organization. The fellowship will assist in covering airfare, hotel and a stipend. Recipients will be expected to actively participate in and contribute to ICANN processes. As always, registration for ICANNs meetings is free for anyone wanting to attend. "The program will play a key role in meeting part of ICANN's operational plan which has been through extensive public discussions and consultations to create a program to encourage and find participation by interested parties in developing countries," Levins said. After the San Juan meeting, which takes place 2530 June, ICANN will get feedback on the program from participants and the public, and identify areas where there might be improvements. "As a global organization ICANN is working hard to reach out and work with people from every part of the world, and especially individuals and organizations from developing countries," Levins added. An interesting note about the Fellowship Form just struck me. They ask the applicant which ICANN Supporting Organizations and Advisory Committees the applicant is interested to participate in, then they list GNSO, ASO, ccNSO as supporting organizations, and GAC & SSAC as advisory committees; no mention of ALAC. Presumably the apologists would say that anyone interested in ALAC should go through the ALSs, but in fact this might provide an avenue for people from isolated countries where no ALS is in existence to participate. One quick thought... put a portion of the ALAC budget into the fellowship fund just announced and invite a proportionate number of "users" unaffiliated with ALS (etc) as part of the overall fellowship group. Could see the possibility for some lasting connections among the fellows, new ccTLD folk spending time with GAC reps and users. Connections that might be useful in ICANN or nationally. Hi Karen Recently the funding has been used regionally - for ALS reps from the region to attend the meeting, and at the last few meetings we have had ALS reps forming RALOs and signing MoUs. In the next meeting, the PR meeting in June, reps from LACRALO and NARALO-to-be will attend. The idea is that people from the region will attend the meeting in their region. It allows us to use the funds to get more people there as it is usually cheaper to travel within the region than around the world. Remember that ALAC suggests, but ICANN disposes. Hi Adam, Roberto, all I admit I had not read the description of the Fellowship trial but my suspicion was correct that ALAC was left out because of ALS funds. I support the idea of Adam and Luc that a portion of ALAC funds should be set aside for unaffiliated non-ALS folk. Siavash

The current idea, of bringing one rep per ALS to an ICANN meeting once a year so that they can have a physical General Assembly of the RALO, is functional to allowing the RALOs to take off. Also, I think it's fair to bring many different people once, than less people all the times: we do that only for the ALAC members, because otherwise the ALAC wouldn't work effectively. However, if funding allows, it would be interesting to subsidize specific individuals on the same level as ALS reps, one meeting per year in their Region. Of course they'd have to be individuals involved in the At Large, because if they were participating in other constituencies they'd have to go through the new fellowship program; so it might be easier to do it for those regions that have individual members in the RALOs. Absolutely! Even if we can afford to physically bring everyone interested, there are many who cannot take the time off to travel, because of family, jobs, etc. I recall my and Jean's inability to physically attend the Sao Paulo meeting - Nick did his best, but it was still difficult. Siavash, The reason why it has been worded like this is that ALAC already has in its budget the item for sponsoring participation of individuals to meetings. This fellowship programme has been created for the parts of the organization that do not have this mechanism. Personally, I think that it would be worse (for ALAC) to have the two lumped together, because in this latter case ALAC would not be in control of the funds. But this is just my personal opinion. Anyway, it is very good that you raise the question, so that ALAC input can be used to modify the procedure, if necessary. This provision was approved with some urgence in order to allow some funds to be used for Puerto Rico, and as we all know the new budget cycle starts on the 1. July, so if there are any changes to the procedure to be done we can do them then. Cheers, Roberto
