The current idea, of bringing one rep per ALS to an ICANN meeting once a year so that they can have a physical General Assembly of the RALO, is functional to allowing the RALOs to take off. Also, I think it's fair to bring many different people once, than less people all the times: we do that only for the ALAC members, because otherwise the ALAC wouldn't work effectively. However, if funding allows, it would be interesting to subsidize specific individuals on the same level as ALS reps, one meeting per year in their Region. Of course they'd have to be individuals involved in the At Large, because if they were participating in other constituencies they'd have to go through the new fellowship program; so it might be easier to do it for those regions that have individual members in the RALOs.
