Dear All: I have just received word that ICANN is holding a regional outreach meeting in Dubai from 1 to 3 April 2008. The meeting is for policy makers, managers of country code top level domains (cctlds) and Internet businesses in this region. The agenda for the meeting is designed to address three main themes: a broad introduction to the ICANN multi-stakeholder model; challenges and opportunities in the registry and registrar businesses; and an introduction and discussion of internationalized domain names. I have a bit more information on this meeting but will have more soon. It may be helpful to know that this meeting is being held at the request of business interests who are interested in the potential business opportunities in the New GTLDs space and governments who wish to know more in particular about IDNs, as well as some ccTLDs who wish to have some in-depth technical training on issues relevant to themselves. This does not mean that it is impossible to arrange an individual Internet user component alongside these other elements - however, after reviewing the information once it is available, it may be felt that an outreach-event related to individual Internet users could be more useful at another event in the region. In summary, once I have some further information I will let you know (you can also refer to what is posted shortly) - this should provide a more informed basis that we currently have to review things. Thanks very much for your comments (and those of others on this topic). I do have a bit more information now which I can share. Firstly, during the first day session when the multistakeholder model in ICANN is discussed, an invitation will be transmitted to the new Chair of APRALO, Bilal Beiram, to attend and speak from the At-Large perspective - I do not believe that this invitation has yet been issued; it is worth noting that we are trying to provide the region and the community with the latest information about this event as soon as we can - and in fact in advance of it even being posted - so that the planning can be as inclusive as possible of the community. We would of course ask your indulgence as by giving you the 'latest and greatest' we are speaking about an event that is still being planned, so some elements may change in some respects as things progress. As I mentioned, the meeting was organised in response to requests from various communities for information on the state-of-the-art in respect of a couple of areas of policy in particular, those being IDNs and New GTLDs - there is and was no attempt or thought to exclude anyone or any perspective, but rather the opposite - ICANN is responding to requests and the meeting is being tailored around those requests. I hope you will all appreciate this sort of 'demand-driven' response to requests of this kind. I understand that Bilal can expect to be in regular contact with relevant staff as the event's organisation progresses. I hope that you will all find that the planning in the case of this meeting responds to some of the issues that the At-Large community expressed related to the Taipei regional meeting's organisation. I understand that Bilal can expect to be in regular contact with relevant staff as the event's organisation progresses. I hope that you will all find that the planning in the case of this meeting responds to some of the issues that the At-Large community expressed related to the Taipei regional meeting's organisation.

It may be helpful to know that this meeting is being held at the request of business interests who are interested in the potential business opportunities in the New GTLDs space and governments who wish to know more in particular about IDNs, as well as some ccTLDs who wish to have some in-depth technical training on issues relevant to themselves.
This does not mean that it is impossible to arrange an individual Internet user component alongside these other elements - however, after reviewing the information once it is available, it may be felt that an outreach-event related to individual Internet users could be more useful at another event in the region.
In summary, once I have some further information I will let you know (you can also refer to what is posted shortly) - this should provide a more informed basis that we currently have to review things.

If there isn't outreach to individual users it will be the second time in half a year a major ICANN meeting has taken place in the AP region with no opportunity for contributions from users (or for that matter, civil society organizations.) Hi Nick, I've already written to Baher about this, but just to make sure I've communicated this on time: I assume this Dubai Regional Meeting is truly regional. As such I wish to emphasize the readiness of .ir ccTLD to contribute to the meeting.
