Dear colleagues,
As we move forward with preparations for the ICANN85 GAC–ALAC bilateral, I
would welcome the Programme Committee’s guidance on the choice of topics.
Below are the topics proposed by the GAC for the indicative bilateral
agenda with brief issue descriptions, reproduced verbatim for ease of
reference:
*Applicant Support Program (ASP): Uptake, Sustainability, and Support
Models*
– Low uptake and uneven regional distribution of ASP applications
– Outreach and communication challenges, including in underserved regions
– High-level discussion of support models, including platform and backend
support concepts, with appropriate guardrails
– Alignment ahead of the planned ICANN85 facilitated dialogue
*DNS Abuse: Government Expectations and End-User Harm*
– Data, reporting, and enforcement expectations
– End-user impact and trust considerations
– Coordinated advisory signals to ICANN org and relevant PDPs
*Linguistic Inclusion: Latin Script Diacritics*
– Supporting linguistic and cultural inclusion
– Managing timing constraints without delaying the Next Round
*WSIS+20 and Global Digital Governance Processes*
– Information exchange on preparations and timelines
– Identifying areas for possible GAC–ALAC coordination
Please let me note that during the January meeting ALAC did not express
specific support for any of the GAC proposed bilateral topics, noting that
the current relevance of some of these may be limited. In light of the
recently hosted and well-attended joint "Regulatory Updates" briefing on
WSIS+20 outcomes meeting [

the last topic also seems to raise no current concerns. With regard totopic
1 on DNS Abuse, it must be noted that At-Large will be hosting a dedicated
plenary on DNS abuse at ICANN85, with possible participation by GAC
speakers.
I would be grateful for your views on which of these topics would be most
suitable for the bilateral or suggestions for alternative, policy-relevant
themes to be discussed during the dedicated 60 minutes. I am very happy to
be guided by the Committee’s assessment.
