[atrt2] Board/GAC joint work on ATRT 2 reccs: suggested language

Dear colleagues, As you know, there has been some back and forth to find the right wording for the ATRT 2 to make recommendations to the Board regarding the GAC. In the discussion the ATRT 2 held with the GAC in Buenos Aires, the Egyptian co-chair of the Board-GAC Recommendation Implementation Working Group reminded the RT about the successful joint effort in the WG to consider and implement the ATRT 1 reccs. Since this approach worked very well, the BGRI could again serve as the channel for such joint consideration of the ATRT 2 reccs, which leads me propose text along the lines of, "The ATRT recommends that the Board work jointly with the GAC to consider...".
