[bc-gnso] current draft of the Policy / Implementation charter

In Saturday's GNSO Working session, we're discussing the draft charter for the Policy Implementation PDP. Attached is current draft, which is actively being revised by the Drafting Team. BC will have opportunity to comment on this, and to participate in the PDP Working Group once it convenes.
