[bc-gnso] BC statement on IRT

Further to yesterdays BC meeting this is the proposed BC statement. --------------------- The BC recognizes the work and efforts of all those who participated in the IRT. The BC believes that this report is a huge step forward in recognizing the importance of consumer protection with respect to new gTLDs.
