In the PDF link, while it *looks* identical to the true URL you properly provided above, the actual link is to: http://www.icann.org/en/topics/new%E2%80%90gtlds/gnso%E2%80%90consultations%... (notice all the "escaped" characters, %E2, etc.) We see those kinds of links all the time in phishing.
