Excomm, As discussed on last week’s call, requests have been made by some BC members asking Outreach budget to support their attendance at IGF Geneva. Given the short timeframe and need for decisions, I am sending this to you directly to get your thoughts as the budget approvers. I am very pleased to inform you all that I both have a paper accepted for Giganet on the subject of ICANN policymaking, and have also been asked to speak on the panel "WS #90 Achieving the 2030 Sustainable Development Agenda in a Digital Future: Where Do Youth Stand?". In these initiatives, I intend to promote the BC among new audiences. As the BC’s youngest regular contributor, it is my wish to encourage a broader range of people to participate in the ICANN and IGF spaces, and to think about the impact that Internet policy can have on their lives as young entrepreneurs, consumers and future leaders. The panel will be an opportunity to reach a different and quite diverse audience, and start tapping into demographic that have not been explored much yet. I know we want to expand the BC’s impressive accomplishments in diversity, and that certainly includes adding younger members to a team that is every day more balanced in terms of geography, language and gender. It would be my pleasure to help bring in a new generation of people that one day will have the same pull as Marilyn, Andrew, Jimson or Nivaldo, and I think I’ll have the chance to start that at this IGF. I have secured most of the funding I need, including lodging and per diem, but am still looking for funds to cover air tickets which will be around 1500 dollars, which I would like to request from the BC. Tickets are getting more expensive by the day, and I think the opportunity is a worthwhile one which makes sense for the BC given my speaking and my unique place as a young contributor and in a way, a youth ambassador for the BC. I will be reaching an audience of estimated 60 heads in person + 40 remote (from my previous experience in my 2015 panel, WS225: "Hands-on youth-driven Internet initiatives"), but will be involved in business and youth activities throughout IGF and expect to reach many more participants who could be good contributors to the BC and our agenda. Due to a busy weekend i haven't also been able to update my mails until now. Apologies again on my late submission for this request. For this year's IGF, i would be managing a remote hub for the IGF Secretariat in the city of Abuja (the announcement is on the IGF website) and volunteer to use this as a medium to promote the BC. For 3 days, a BC outreach would be organised at the hub to swell the BC's membership from my region. It is expected that 3-5 new members would be recruited from business participants at the hub who would also be contributing to sessions from our hub. Members of the BC physically present at the IGF and others intrested at intervening remotely during our sessions would be encouraged to interact with participants, and would compliment the distribution of BC fact sheets, the tour of the BC website at the hub and The BC Half Hour outreach sessions billed to educate our audience on the BC and the merits to its membership. The BC brand and educative signage would be on display at the venue also The budgeted cost for successfully setting up and managing the hub to include power, broadband, publications, branding, logistics and more for the duration of the event is $8,200usd. I request for BC outreach support in the sum of $2500usd as other opportunities for funding are being explored in addition to MicroBoss committed funding. Andy and our BC Outreach Committee have forwarded this outreach support request to Excomm for our action/approval. It is ExComm’s responsibility to take action on this request to use BC member funds. The Outreach Committee request came without a recommendation of whom or how much should be awarded for outreach support. This is understandable, since 3 of our Outreach committee members are among those seeking travel support. As someone who has attended each Internet Governance Forum (IGF) since it began in 2006, I propose that ExComm adopt this resolution: Whereas the approved BC budget (attached) has $20,000 in Outreach funds for the 12 months ending Jun-2018, much of this budget should be retained for events over the remaining half of our fiscal year, including outreach at the next two ICANN meetings in San Juan and Panama. Whereas page 11 of the approved BC budget shows “Outreach in Latin America, Africa, Asia, and others @ $5,000 plus additional outreach contingency”, noting there was no explicit budget for events in Europe. Whereas “Europe” is among the “others” for which there is $5,000 budgeted for Outreach, some portion of that $5,000 could be allocated to IGF in Europe on Dec 17-22, 2017. Whereas the Outreach budget is only for Outreach on behalf of the BC, so travel support should be allocated only to BC members who are presenting at meetings or on panels where they can encourage businesses to join the BC. Steve, I think this is putting a very big burden on Jimson and Mark. I think also that the majority of the Outreach Committee members supported the request of $1500 for Mark and Jimson. In these initiatives, I intend to promote the BC among new audiences. As the BC’s youngest regular contributor, it is my wish to encourage a broader range of people to participate in the ICANN and IGF spaces, and to think about the impact that Internet policy can have on their lives as young entrepreneurs, consumers and future leaders. The panel will be an opportunity to reach a different and quite diverse audience, and start tapping into demographic that have not been explored much yet. For 3 days, a BC outreach would be organised at the hub to swell the BC's membership from my region. It is expected that 3-5 new members would be recruited from business participants at the hub who would also be contributing to sessions from our hub. Members of the BC physically present at the IGF and others intrested at intervening remotely during our sessions would be encouraged to interact with participants, and would compliment the distribution of BC fact sheets, the tour of the BC website at the hub and The BC Half Hour outreach sessions billed to educate our audience on the BC and the merits to its membership. The BC brand and educative signage would be on display at the venue also The budgeted cost for successfully setting up and managing the hub to include power, broadband, publications, branding, logistics and more for the duration of the event is $8,200usd. I have made a counter proposal. However, I wonder if there is perhaps a little confusion... I saw a comment that these were all Latin American meetings. They are not, although they will undoubtedly attract good attendance from Latin America and the Caribbean. 1 is NA; one is LATAM, and one is Europe. While all three of the upcoming meetings will have significant Spanish speakers, they are quite different in terms of geo location. ICANN is already committed to help us with translation to Spanish for all three meetings for our newsletter and fact sheets. ICANN61: PR is actually North America, not Latin America. Panama is Latin America/Caribbean -- and is the Policy meeting, so shorter dates, and might not actually be the most useful business outreach, although I think that we should consult with Nivaldo/Mark, and Gabi about this. As you cannot get a free room at these ICANN meetings [unlike the other two], for instance, we had to either pay $800 for a room, plus all remote participation costs, etc. etc. that makes outreach at the Policy Forums/ICANN very challenging. Not saying we cannot partner with others, but just "noting" something that is perhaps not visible. I learned this the hard way, by trying to organize NRI Networking sessions at ICANN. We might want to park this information and think about whether the BC, when we make comments about Meetings, might want to comment on the relevance of allowing outreach events, such as the one we did in J'berg, but had to do outside the main venue, even though space was available, and booked by ICANN. Barcelona is Europe, but also is in 2019 budget, and we have the opportunity to develop a unique funding proposal, that I am "predicting" will have strong interest. I was invited to meet with the V.Presidents of ICANN to discuss the NRIs and their engagement and there is very strong interest in collaborating with the BC for something for Barcelona. I have also been in dialogue with some of the European associations that are not yet BC members, and what would attract them to send someone -- and the Brussels approach that we used was quite successful. Members of the BC physically present at the IGF and others intrested at intervening remotely during our sessions would be encouraged to interact with participants, and would compliment the distribution of BC fact sheets, the tour of the BC website at the hub and The BC Half Hour outreach sessions billed to educate our audience on the BC and the merits to its membership. The BC brand and educative signage would be on display at the venue also The budgeted cost for successfully setting up and managing the hub to include power, broadband, publications, branding, logistics and more for the duration of the event is $8,200usd. I request for BC outreach support in the sum of $2500usd as other opportunities for funding are being explored in addition to MicroBoss committed funding. Hi Steve, Thank you for coming to a reasonable solution in allocating outreach funds to multiple members. I am fine with funding this event but I do want to caution setting expectations that we will continue to fund travel for a specific event. We definitely need to continue to broaden our outreach activities and many IGF attendees are also ICANN attendees. I think most IGF attendees are aware of the BC. it seems reasonable to find venues where we can do a BC outreach event that is educational and will expand the awareness of the BC other than IGF. I would recommend the outreach committee noting the funding for the IGF and ensure that we spend the rest of the budget this year on other events. Whereas the Outreach budget is only for Outreach on behalf of the BC, so travel support should be allocated only to BC members who are presenting at meetings or on panels where they can encourage businesses to join the BC.
Whereas a “remote hub” might also qualify as a BC Outreach event if it had these characteristics:
1. BC member(s) were among the leaders and hosts;
2. Businesses were prominent among the hub attendees; and
3. BC members made a direct appeal to join the ICANN BC, collected contact info, and made follow-ups.

Responding to earlier questions, there is no amount specifically allocated to IGF in the Outreach Budget and there was no final consensus around the total amount of funding that should be offered to travelers.

After a year of focused Outreach activities in Brazil, it is clear that our efforts have started to pay off. Working together with Nivaldo to promote the BC in near real time in Portuguese, we’ve presented at conferences like RioInfo and Futurecom, and had success bringing in new – and influential – members like ABES. We’ve gone beyond "wanting" more participation from LAC to actually going out there to find it.
I am very pleased to inform you all that I both have a paper accepted for Giganet on the subject of ICANN policymaking, and have also been asked to speak on the panel "WS #90 Achieving the 2030 Sustainable Development Agenda in a Digital Future: Where Do Youth Stand?".
In these initiatives, I intend to promote the BC among new audiences. As the BC’s youngest regular contributor, it is my wish to encourage a broader range of people to participate in the ICANN and IGF spaces, and to think about the impact that Internet policy can have on their lives as young entrepreneurs, consumers and future leaders.
The panel will be an opportunity to reach a different and quite diverse audience, and start tapping into demographic that have not been explored much yet. I know we want to expand the BC’s impressive accomplishments in diversity, and that certainly includes adding younger members to a team that is every day more balanced in terms of geography, language and gender.
It would be my pleasure to help bring in a new generation of people that one day will have the same pull as Marilyn, Andrew, Jimson or Nivaldo, and I think I’ll have the chance to start that at this IGF.
I have secured most of the funding I need, including lodging and per diem, but am still looking for funds to cover air tickets which will be around 1500 dollars, which I would like to request from the BC.
Tickets are getting more expensive by the day, and I think the opportunity is a worthwhile one which makes sense for the BC given my speaking and my unique place as a young contributor and in a way, a youth ambassador for the BC.
I will be reaching an audience of estimated 60 heads in person + 40 remote (from my previous experience in my 2015 panel, WS225: "Hands-on youth-driven Internet initiatives"), but will be involved in business and youth activities throughout IGF and expect to reach many more participants who could be good contributors to the BC and our agenda.

Omar, as you know, I have been engaged with WITSA as a participant and advisor for many years. I wonder if you would accept a proposal to modify your proposal in the following ways: -use CROP from region to fund your travel/hotel, etc. -negotiate an agreement with WITSA regarding the speaking opportunities -ensure that you have a time slot on the WITSA Board agenda, to invite ICT associations in attendance and who are members of WITSA, to consider joining the BC -it could be extremely helpful to send Jimson Olufuye, who is a past member of the Board of WITSA and we could use out of region CROP funding for his attendance. that could allow the sponsorship funds you have referenced to be somewhat reduced, as travel costs could come from CROP, in region and out of region. as I know WITSA very well -- over many years -- I also suggest that bilaterals for recruitment to the BC will be much more effective. I will also ask ICANN what they are planning. I have been in touch with the WCIT organizers about inviting Goran Marby, CEO/President as a speaker, and that, of course, would be an enhancement to BC visibility. I am fine with funding this event but I do want to caution setting expectations that we will continue to fund travel for a specific event. We definitely need to continue to broaden our outreach activities and many IGF attendees are also ICANN attendees. I think most IGF attendees are aware of the BC. it seems reasonable to find venues where we can do a BC outreach event that is educational and will expand the awareness of the BC other than IGF. I would recommend the outreach committee noting the funding for the IGF and ensure that we spend the rest of the budget this year on other events. As someone who has attended each Internet Governance Forum (IGF) since it began in 2006, I propose that ExComm adopt this resolution: Whereas the approved BC budget (attached) has $20,000 in Outreach funds for the 12 months ending Jun-2018, much of this budget should be retained for events over the remaining half of our fiscal year, including outreach at the next two ICANN meetings in San Juan and Panama. Whereas page 11 of the approved BC budget shows “Outreach in Latin America, Africa, Asia, and others @ $5,000 plus additional outreach contingency”, noting there was no explicit budget for events in Europe. Whereas “Europe” is among the “others” for which there is $5,000 budgeted for Outreach, some portion of that $5,000 could be allocated to IGF in Europe on Dec 17-22, 2017. Whereas the Outreach budget is only for Outreach on behalf of the BC, so travel support should be allocated only to BC members who are presenting at meetings or on panels where they can encourage businesses to join the BC. Whereas a “remote hub” might also qualify as a BC Outreach event if it had these characteristics: 1. BC member(s) were among the leaders and hosts; 2. Businesses were prominent among the hub attendees; and 3. BC members made a direct appeal to join the ICANN BC, collected contact info, and made follow-ups. Given the short timeframe and need for decisions, I am sending this to you directly to get your thoughts as the budget approvers. Four BC members/delegates have requested support (below in the order the requests were received): * Mark Datysgeld (as part of Nivaldo’s team) - $1500 * Jimson Olufuye - $1500 * Marilyn Cade - $1000 * Lawrence Olawale-Roberts - $2500 (operating a remote hub for IGF, not attending in person). Each request is included below, copied directly from their submissions to the Outreach Committee. Responding to earlier questions, there is no amount specifically allocated to IGF in the Outreach Budget and there was no final consensus around the total amount of funding that should be offered to travelers. Andrew ----------------------------------- Mark’s request: Dear Members of the Outreach Committee, After a year of focused Outreach activities in Brazil, it is clear that our efforts have started to pay off. Working together with Nivaldo to promote the BC in near real time in Portuguese, we’ve presented at conferences like RioInfo and Futurecom, and had success bringing in new – and influential – members like ABES. We’ve gone beyond "wanting" more participation from LAC to actually going out there to find it. I am very pleased to inform you all that I both have a paper accepted for Giganet on the subject of ICANN policymaking, and have also been asked to speak on the panel "WS #90 Achieving the 2030 Sustainable Development Agenda in a Digital Future: Where Do Youth Stand?". In these initiatives, I intend to promote the BC among new audiences. As the BC’s youngest regular contributor, it is my wish to encourage a broader range of people to participate in the ICANN and IGF spaces, and to think about the impact that Internet policy can have on their lives as young entrepreneurs, consumers and future leaders. The panel will be an opportunity to reach a different and quite diverse audience, and start tapping into demographic that have not been explored much yet. I know we want to expand the BC’s impressive accomplishments in diversity, and that certainly includes adding younger members to a team that is every day more balanced in terms of geography, language and gender. It would be my pleasure to help bring in a new generation of people that one day will have the same pull as Marilyn, Andrew, Jimson or Nivaldo, and I think I’ll have the chance to start that at this IGF. I have secured most of the funding I need, including lodging and per diem, but am still looking for funds to cover air tickets which will be around 1500 dollars, which I would like to request from the BC. Tickets are getting more expensive by the day, and I think the opportunity is a worthwhile one which makes sense for the BC given my speaking and my unique place as a young contributor and in a way, a youth ambassador for the BC. I will be reaching an audience of estimated 60 heads in person + 40 remote (from my previous experience in my 2015 panel, WS225: "Hands-on youth-driven Internet initiatives"), but will be involved in business and youth activities throughout IGF and expect to reach many more participants who could be good contributors to the BC and our agenda. Our effort to secure my participation through budget request was not approved by ICANN for FY18. While I use my funding, I wish to request for a financial support to the tune of $1,500 to defray part of the cost of participation. I plan to continue to push BC positions on most issues for an open, stable and resilient Internet as I speak in a number of sessions and workshops. Marilyn’s request: Request from Marilyn Cade Engagement at IGF2017 -- -participant in planning the agendas of the two ICANN sessions and participant in both -co organizer of Day Zero Event focused on Social and economic opportunities for women, where the BC fact sheet will be distributed, and engagement of the BC described as relevant to engagement of women /in business from the CASA region -keynote speaker at a formal event with Afghanistan, Pakisan, Tunisian delegations [85% governmental attendees]- engagement in ICANN is one of the key points in the briefing about IG and ICANN's role is key to this presentation/BC Fact Sheet distribution -speaker at ICANNWiki booth [proposed to include other BC members attending] -key contributor at the NRI shared booth, where we can put BC Fact Sheets -offer to provide a brief review of the IGF Village booths, along with other funded BC travelers, to determine whether BC should host a booth at IGF2018 -speaker at at least one of the NRI collaborative sessions about models for multi stakeholder engagement -- using BC and ICANN as example: Fake News/Misinformation/Disinformation. Requested Funding: $1,000. Again, I apologize, but did not see any criteria document/or the deadline, so am doing the best I can on responding with a request for funding. Marilyn Cade Lawrence’s request: Dear Outreach Committee Members, My sincere apologies on my late submission. Though I was on the BC call I was dropped off at the point where the discussion on the IGF was ongoing ( a practice that occurs when the call reaches an hour during the meeting) so I wasn't aware of the deadline. Due to a busy weekend i haven't also been able to update my mails until now. Apologies again on my late submission for this request. For this year's IGF, i would be managing a remote hub for the IGF Secretariat in the city of Abuja (the announcement is on the IGF website) and volunteer to use this as a medium to promote the BC. For 3 days, a BC outreach would be organised at the hub to swell the BC's membership from my region. It is expected that 3-5 new members would be recruited from business participants at the hub who would also be contributing to sessions from our hub. Members of the BC physically present at the IGF and others intrested at intervening remotely during our sessions would be encouraged to interact with participants, and would compliment the distribution of BC fact sheets, the tour of the BC website at the hub and The BC Half Hour outreach sessions billed to educate our audience on the BC and the merits to its membership. The BC brand and educative signage would be on display at the venue also The budgeted cost for successfully setting up and managing the hub to include power, broadband, publications, branding, logistics and more for the duration of the event is $8,200usd. I request for BC outreach support in the sum of $2500usd as other opportunities for funding are being explored in addition to MicroBoss committed funding.
