Thanks for the opportunity to request funding. What is the criteria? I haven't seen the email with the criteria, so I will just take a stab at justification for asking for $1,000 funding to attend. Team, Was almost totally offline yesterday so just catching up. To your question, Marilyn, the criteria we discussed on the call were speaking at IGF and the ability to represent BC in front of audiences (including new audiences) that might be helpful to us. It seems that all 3 proposals would fit those criteria. Just to be clear to all team members on the process, until Jimson made a request to Excomm (not to OC) there was only one formal request — from Mark, representing Nivaldo’s company. Also, there wasn’t/isn’t any specific budget allocated to IGF Geneva in the Outreach Plan, and there was some active discussion about whether or not IGF was really a good opportunity for us. (The last strong opinion was from Marilyn’s email of 11/10 an excerpt of which is below, in response to the request from Mark): As someone that is very familiar with the IGF, and how it works, there is no real opportunity to recruit business, nor to engage in BC outreach during the IGF. We can consider if we want to plan toward asking for funding for something for IGF2018, depending on who the host is. So, I am a dissenting voice on this, at this point. Marilyn I have been to a number of IGFs and my sense is like Marilyn’s — that they have some value to the BC but are not worth a big investment on our part. Also we are only halfway through our FY and have to make our budget last — with work to do in the two coming Latin America ICANN meetings (and perhaps the run-up to them) as our membership is not as robust as we want in that region. Given these factors my recommendation is that allocate a budget of $2400 and split it evenly among the 3 requesters ($800 each). This seems like the best mix of what members are asking for and the overall value of this particular event to the BC as noted above. I make a counter proposal, as I described some benefits to having us take this up, and we can work then toward a booth for 2018, and strengthen the BC presence. Jimson/Andy/Marilyn As far as I understand, the criteria for support has been met by all 3 candidates and now the only question to solve would be how much to allocate for each candidate. So, the two options on the table are: - $2400 (800 each) - proposed by Andy -$4000: (1500 for Mark and Jimson - each- and 1000 for Marilyn): proposed by Marilyn as a counter proposal I believe the only way to have a criteria on how much to allocate for each would be: 1. - the request the candidates make - which can serve as a maximum 2. - BC budget that we have available until the end of FY Can someone clarify point 2 please? Dear Outreach Committee Members, My sincere apologies on my late submission. Though I was on the BC call I was dropped off at the point where the discussion on the IGF was ongoing ( a practice that occurs when the call reaches an hour during the meeting) so I wasn't aware of the deadline. Due to a busy weekend i haven't also been able to update my mails until now. Apologies again on my late submission for this request. For this year's IGF, i would be managing a remote hub for the IGF Secretariat in the city of Abuja (the announcement is on the IGF website) and volunteer to use this as a medium to promote the BC. For 3 days, a BC outreach would be organised at the hub to swell the BC's membership from my region. It is expected that 3-5 new members would be recruited from business participants at the hub who would also be contributing to sessions from our hub. Members of the BC physically present at the IGF and others intrested at intervening remotely during our sessions would be encouraged to interact with participants, and would compliment the distribution of BC fact sheets, the tour of the BC website at the hub and The BC Half Hour outreach sessions billed to educate our audience on the BC and the merits to its membership. The BC brand and educative signage would be on display at the venue also The budgeted cost for successfully setting up and managing the hub to include power, broadband, publications, branding, logistics and more for the duration of the event is $8,200usd. I request for BC outreach support in the sum of $2500usd as other opportunities for funding are being explored in addition to MicroBoss committed funding. Both are speaking and are in positions to promote the BC as part of their participation, criteria suggested by members on yesterday's call as recommended conditions for support.
Recognizing that IGF is coming up quickly, *are there any other BC members who will be attending IGF that are in need of support in order to attend and meet the criteria*? (If so, what role will you be playing?)

The BC brand and educative signage would be on display at the venue also The budgeted cost for successfully setting up and managing the hub to include power, broadband, publications, branding, logistics and more for the duration of the event is $8,200usd. I request for BC outreach support in the sum of $2500usd as other opportunities for funding are being explored in addition to MicroBoss committed funding. To your question, Marilyn, the criteria we discussed on the call were speaking at IGF and the ability to represent BC in front of audiences (including new audiences) that might be helpful to us. It seems that all 3 proposals would fit those criteria.
Just to be clear to all team members on the process, until Jimson made a request to Excomm (not to OC) there was only one formal request — from Mark, representing Nivaldo’s company.
Also, there wasn’t/isn’t any specific budget allocated to IGF Geneva in the Outreach Plan, and there was some active discussion about whether or not IGF was really a good opportunity for us. (The last strong opinion was from Marilyn’s email of 11/10 an excerpt of which is below, in response to the request from Mark):
As someone that is very familiar with the IGF, and how it works, there is no real opportunity to recruit business, nor to engage in BC outreach during the IGF. We can consider if we want to plan toward asking for funding for something for IGF2018, depending on who the host is.
So, I am a dissenting voice on this, at this point.

I have been to a number of IGFs and my sense is like Marilyn’s — that they have some value to the BC but are not worth a big investment on our part. Also we are only halfway through our FY and have to make our budget last — with work to do in the two coming Latin America ICANN meetings (and perhaps the run-up to them) as our membership is not as robust as we want in that region.
Given these factors my recommendation is that allocate a budget of $2400 and split it evenly among the 3 requesters ($800 each). This seems like the best mix of what members are asking for and the overall value of this particular event to the BC as noted above.

It makes good sense to use this budget for support for the IGF2017 requests. The Barcelona ICANN meeting will fall under 2019 budget, and you have already seen my suggestion that we take a leaf out of when ICANN met in Brussels, and enlist sponsorships, including BC funding, to do a major day long event focused on all businesses, but with a priority of inclusion of existing and future BC business members. There is justification for us to make such a request, as ALAC and NCUC have both applied for significant funding to do such "summits". Like Mark and Jimson, I am sure, all note that hotel costs and airfares are going up daily. It would be really great if we can confirm the funding support by tomorrow. Please also see Lawrence's request, which is quite different, and may exceed the amount of funding, but the Outreach Committee should quickly review it. As Tola, Arinola, and several other BC members are in Nigeria, and not attending the IGF2017, their engagement with Lawrence in the program and purpose of the remote hub, could strengthen the benefit to the BC. Also, I have volunteered to organize a reverse participation from BC members attending IGF2017, to join the remote hub for a couple of their sessions, and we can invite ICANN staff to speak briefly during the remote hub opening segment. I am in touch with the ICANN staff coordinating, as part of the CCWG-IG engagement, where I am a participant for the BC, and would be very happy to work to make that happen. It seems that all 3 proposals would fit those criteria.

Hi all, I appreciate Gabi’s approach. Having now being informed that $5,000 is budgeted for Europe in FY2018, I want to believe Marilyn’s proposal may just be apt. This is assuming individual requests matches or surpass allocated amount. Should request be lower than amount proposed by Marilyn, then, requested amount should take precedence. The outstanding $1,000 could as well support Lawrence. With Infrastructure challenges in Nigeria, I know this is amount is low, but I would expect partnerships would have been sought with other local stakeholders. Cheers, TS

This recommendation is now in the hands of our ad-hoc outreach committee, but let me (on ExCom) remind you of the budget we approved (attached). We have $20K in Outreach budget, which must cover the 12 months ending Jun-2018. So, we should preserve approximately half of the budget amount for events over the remaining half of our fiscal year. That includes outreach at the next 2 ICANN meetings in San Juan and Panama. The budget line item on page 11 was “Outreach in Latin America, Africa, Asia, and others @ $5,000 plus additional outreach contingency” Note that there was no explicit budget for Europe. Since Europe is included in “all others”, there is $5,000 budgeted, of which some share could be allocated to IGF. Given these factors my recommendation is that allocate a budget of $2400 and split it evenly among the 3 requesters ($800 each). This seems like the best mix of what members are asking for and the overall value of this particular event to the BC as noted above. Thanks everyone. I have already expressed in the past that I have my doubts about the IGF being the right venue for BC Outreach. That being said, I would ask the BC members that are going to be funded by the BC Outreach budget, please offer your feedback about this, so that we can know better for future IGF´s how to proceed regarding requests to participate in the IGF with BC Outreach budget. I assume that of the 20K a part has already been spent (is that correct?). And Steve said we need at least to leave half for the next 6 months. So, considering that, I would rather not spend more that $3000 overall for all 3 candidates. I also understood from Steve´s email that the remote hub would not be elegible. Is that correct?
