The real need of HR consideration in ICANN is on how the policies affect domain name holders. This is done using the governance mechanisms via the contracts between ICANN and the registries and registrars, as well as the contracts between the registrars and the registrants. Amr Elsadr:I'm not sayin that CSR should be excluded, but it shouldn't dominate the focus of the group.
