Dear Chris,
Thank you for your elaboration. Let me raise some comments
a) page 2 - line 20
I'd like to propose adding
Some claim the need to know more clearly the way how they can demonstrate the community support, while they agree to the necessity of such demonstration.
as the third bullet point in "Community Support" section. The first and second bullet points argue about the necessity of the support or demonstration of such support. The proposed bullet point intends to argue about the way how to demonstrate.
[Chris Disspain] The text in italics is directly from the staff paper and is what we are commenting on so I can't add an extra bullet point. BUT if you want to include smoothing in our comment below the italics, that would be fine. Let me know. I think that the distinction between our comments and the staff paper could be clearer and so have made some changes to the attached.
b) in general
For example. there is an article about Bulgarian request. http://domainincite.com/icann-rejects-bulgarian-idn-info-request/
Assuming this is true, I propose adding a sentence like
Investigation on to what extent and how ICANN should give feedback to the proposer or community about the reasons in case of objection.
somewhere - maybe in "Objection/re-evaluation rights" section.
[Chris Disspain] I need to think about that.
c) typos and editorials
[Chris Disspain] Thanks. I'll have made these changes except c2) because that is a direct quote from ICAN staff text.
c1) page 2 - line 3
Community Support ==> Community support
other section headers have Capital letters only at the top of the first word such as "IDN tables" and "Confusingly similar string"
c2) page 3 - line 3
although there is some cases has been demonstrated ==> although there are some cases that have been demonstrated
editorial
c3) page 3 - line 12
eitherr ==> either
typo
Regards, Hiro

All,
A draft of these is attached. The comments are straight forward and
should
not be contentious since they all state that the status quo of the fast track should be maintained.
Does anyone object if I post these at the end of the week?
