Hi Nigel, According to the adopted Guideline it has to be a Councillor. Reasoning is that some of the responsibilities that are vested in the Rejection Action Petition Manager ( and committee) that would otherwise befall upon the full Council or Chair to minimize the risk of missing prescribed timeliness for Council action..
