Dear Councillors, The first time we raised the question about possibilities to rotate calls was in 2016. At the time, we created a table with all the time zones of our Councillors and this table has been periodically updated ever since (it will be updated after ICANN67). The ccNSO Council is a collegial body. We all need to be able to participate and our collegiality is expressed in our quorum rule – at least 10 Councillors, and one Councillor from every region. Therefore, when we started looking for possible times, we came up with several criteria to identify hours we should avoid as much as possible because people need to rest as majority of us have a day-time job: 1) 23:00-4:00 – red zone, avoid 2) 18:00-22:00 and 5:00-7:00 – yellow zone, avoid as much as possible 3) 8:00-17:30 – green zone. When we looked at the table (see below), we tried to identify slots that would impact the least number of Councillors. For example, if we need to choose a slot that is in red zone for 6 Councillors or for 1 Councillor, we go for the second option. And then try to find another slot that would be in a red zone for the least number of Councillors but would work for that one Councillor who was impacted by the first slot. With two extremes – Guatemala and New Zealand – slots at 12:00 UTC and 18:00 UTC were the most optimal ones. As Debbie once put it (speaking about herself and Alejandra): “It’s the price we have to pay for living in Paradise” If there are other suggestions for criteria, please do not hesitate to share them. On the other hand, as Jordan noted, having 3 successive meeting at the same time is a one-sided burden (my apologies for that!), and we definitely need to make sure this does not happen.
