Sabine, Thanks for pointing this out. The text in the guideline announcement has been updated to remove this ambiguity. I can confirm that while some TLDs have contractual obligations to follow the guidelines, this does not apply to all TLDs. I have to admit that I haven't read the whole IDN Implementation Guidelines. But as far as I read them they talk about registration policies on the second level. Can you point me please to the documents where it is defined that ICANN and/or the ccNSO has any mandate to "require" ccTLDs to comply with any rule set by ICANN with to policies on the second level.

The IDN Guidelines are a list of general standards that all top-level domain registries deploying IDNs are required to follow based on the Internationalised Domain Names for Applications (IDNA) protocol standard from the IETF. Registries offering IDN registrations should begin transitioning to version 3.0 of the IDN Guidelines.
