Could you please be more specific? In my country and in many other countries that I know, it is absolutely normal to strike all the candidates off the list if a voter does not want them. It is a part of a democratic process. What are you afraid of? That the members decide that they do not want to see a certain candidate (candidates) on the Board? The only way to avoid this is to nominate strong candidates that have support from the membership. Isn't it the main objective?
I am not sure of the consequences this might have, including violating the bylaws
If we look at the Bylaws, the Bylaws say “The ccNSO Council shall nominate individuals to fill Seats 11 and 12 on the Board by written ballot or by action at a meeting; any such nomination must have affirmative votes of a majority of all the members of the ccNSO Council then in office.” So, according to the Bylaws, it is the Council who is supposed to do the selection. However, as you may remember, we decided to do it differently. During one of the GRC updates proposed changes to the guideline were presented and discussed. The proposal was to follow the procedure we have had for years, i.e. members nominate and vote for the best candidates (now it also includes the right NOT to support any of the nominees if a member feels the ccNSO Council should not nominate them) then the ccNSO Council formally nominates the candidate nominated and selected by the members. Does our internal procedure violates the Bylaws? I do not think so. It empowers ccNSO members and, again, helps us to select the best candidates. The "none of the above"-option is included in the ccNSO internal guideline, "ccNSO Nominations process ICANN Board Seats 11 and 12". It seems to contradict the Bylaws and I can not recall any membership
