Since looking into this in more depth this weekwns, it seems that the request for this document turns out to be actually closely related to an existing "redelegation" (i.e. transfer) request which might be contested. Despite being able to propose a considerably improved response to the original somewhat unfocussed questions by the GAC, I feel that we are lacking significant background knowledge here and this is likely to be dangerous.
