Notwithstanding the requested from the Board, I am somewhat concerned that this Study Group, if we are not careful, may stray into policy-making recommendations for ccTLDs that are, by virtue of the founding principles of the ccNSO properly reserved to be the province of the Local Internet Community and the ccTLD Managers, and subject to the principle of subsidiarity. Having said that, and placed that reservation firmly on record, I am very much in favour of study and airing of all the issues, so that individual ccTLDs may make decisions in the light of good background information. Having read the terms of reference carefully, and whilst have some slight concerns about the wording of bullet point 4 in the Scope, I AGREE to the resolution as put. The Board requested the ccNSO to look into the use of Emoji as Second level domains as currently some ccTLDs allow registration (for example, see: http://domainincite.com/22575-emojis-coming-to-another-cctld ). Related, there is a need to ensure that the Fast Track Implementation Plan and the overall IDN ccTLD policy refer to the IDNA 2008 suite and its successor, to avoid misunderstanding about the use of Emoji. Following the Board's request, the Council asked the ccNSO Secretariat to draft Terms of Reference for an Emoji Study Group. The suggestion is to defer the decision on call for volunteers to the face-to face meeting, after presentations and discussions on the topic at the Tech Day and ccNSO Meeting days.
Draft Decision
The ccNSO Council adopts the Terms of Reference for the ccNSO Study Group on use Emoji as second level domains. The call for volunteers will be revisited at the next meeting of the Council.
