It seems it's an initiative driven by Rodrigo de la Parra ICANN's VP: LAC. I'm not sure how far the strategy has progressed, but I suppose ccNSO councillors from LAC (Margerita, Eduardo) or Carolina (LACTLD GM) can provide you & the Council with an update.
