Dear All Here I'm sending some observations in advance, to make the review process as quick as possible *;)* Regarding the WG/Committee (Vice-)Chair Nomination Process. It should be clearer that self nominations are an option. I added some proposed text and a minor edit with tracked changes. Please see attachment. Regarding the ccNSO Appointment Procedures: 1. In 4.2 Term and appointment: A reference to the ICANN bylaws is missing. I believe it is this one: 1. ARTICLE 8 NOMINATING COMMITTEE. Section 8.3. TERMS. (a) ( https://www.icann.org/resources/pages/governance/bylaws-en/#VII-3) 2. 4.3 Specific Requirements: Text is missing. 1. We already have a document with this here: https://www.icann.org/en/system/files/files/ccnso-council-nomcom-appointee-s... 2. Will this document be referenced? or shall its contents be moved to these ccNSO Appointment Procedures? 3. Issues with numbering: 1. 5.2.2 is missing 2. 6.2.3.1 should be 6.2.2.1 and so on, since there is no 6.2.3 before that. 3. 6.2.4 should be 6.2.3, since there is no 6.2.3 and correct the rest of the numbering accordingly 4. 8.4 is missing 4. Minor edits, including removal of strange characters with tracked changes. Please see attachment. 5. On more of substance matter: 1. I believe it should be added in "8.3 Information Received from Candidates" something regarding the automatic disqualification of candidates that don't submit *ALL* of the required documents. This is an activity that can easily be carried out by the process manager (using a checklist) and letting the ccNSO council know what happened. It makes no sense for the council to consider candidates that send incomplete applications, since they are not meeting a basic requirement. 2. In "8.8 Removal of ccNSO Appointed Members" in the last paragraph: 1. "If that is not possible, or if the complaint is sufficiently serious in nature, the Chair of the ccNSO is empowered to temporarily restrict the participation of the Member with a view to resolve the issues. However, if in the view of the chair the continued participation of the Member would not be appropriate and/or would seriously disrupt the activities of the group, the Chair of the ccNSO shall raise the issue with the Vice-Chairs of the ccNSO Council *or their designate(s)*, who will review the matter and then decide. The ccNSO Council, co-chair(s) of the group, and the appointed Member and other person(s) deemed relevant by the Chair shall be informed accordingly." 2. Has there been a case for vice-chairs designates? My first instinct is to remove that part, but maybe there is something I am not aware of. Please find included two documents that will be introduced for your review and comments at eh upcoming Council meeting.
- *Procedures for the nomination of WG/Committee (Vice-)Chair(s).* The procedures will be annexed to the existing Guidelines of establishing WG and collaboration ( read committee) groups. The procedures proposed look at the nomination by the WG members and if more candidates the selection of candidates by the members. On a side note, creating such a procedure was a recommendation of the Independent Reviewers and the IDNccPDP 4 Chair and vice-chair nomination show cased the need for such a procedure.
- *Guideline, which consolidates selection and appointment of various liaisons and members to groups. *This Guideline, after being adopted wil replace a whole set of documents, and provides the general selection mechanism, if a new group with limited membership would emerge.
After introduction on the call, Councillors will be asked to review the drafts ( from 21-29 January). After up[dating the proposals, the membership will be asked to provide comments. Goal is to adopt the two documents at the February Council meeting.
