All, I agree with Young Eum. We should strive for linguistic diversity on this group. Given that we can and doubtless will have observers, I'd suggest we seek to appoint 1 person for each of the Chinese, Cyrillic and Arabic speaking communities plus another 2 representing 2 other languages. I don't think that regional balance is as important in the case of IDNs as it is in other working groups because the issue of IDNs is not as important in some regions as it is in others. In fact, I believe that the more important aspect that we should consider is that we have as much variety in terms of the types of languages represented, in order to facilitate a more robust discussion related to IDNs. This should be one important principle in selecting the members.

The Council needs to appoint five members to the Joint ccNSO/GNSO IDN Working Group. Following people have volunteered:

The Charter (http://ccnso.icann.org/workinggroups/jiwg-charter.pdf) doesn't define what the regional balance should look like. However, as there is a clear overrepresentation in volunteers from the AP region, the Council needs to decide on who of the volunteers can become full members of the working group.
Please, let me have your thoughts on this preferably by this Friday, 16th October.
