Agreed, or earlier if possible so that Cairo could be the final approval.
Meanwhile, because the funding is available for Cairo and because it is acknowledged that we won't be able to come up with our policy prior to Cairo we will need to make some interim decisions. <....>
In view of the impossible timescales and the absence of a policy, I suggest that we only fund those who would otherwise be unable to attend due to severe financial hardship and carry over the funding to the next meeting. Kind regards, Lesley
