Draft Resolution
Background
The ccNSO Council notes and welcomes the request of the cross-community working group on Internet Governance to seek support for a change of its Charter and becoming a Cross-Community Engagement Group.
The ccNSO Council notes and appreciates the outreach, engagement, and consultation efforts of the CCWG IG members, including, but not limited to the response by the CCWG IG on ccNSO Council questions (dated 15 August). Further, the Council takes into account the discussions with the ICANN Board of Directors and - in the course of time - with other Supporting Organisations and Advisory Committees on the topics related to Internet Governance in general and the role of the CCWG/CCEG IG in particular.
The ccNSO Council also notes that a significant number of the ccTLDs present in Barcelona are directly participating in global events related to Internet Governance and even more ccTLDs present indicated they were directly involved in local and regional events. The Council also notes that those ccTLDs involved in Internet Governance would welcome lightweight coordination in terms of information on events, attendance, etc. In this context, the ccNSO Council recognises that the vehicle proposed by the CCWG IG will not meet the need for coordination required by ccTLDs. The Council also has observed that the CCWG IG/CCEG has shared and/or provided irregular updates on upcoming events, which was claimed to be due to lack of staff support.
Finally, the ccNSO Council notes that despite various calls for volunteers the level of participation from the ccTLD community in the CCWG IG/CCEG has significantly decreased over time, both in terms of active participation and subscription to the email list of the group.
Decision
The ccNSO Council decides not to support the CCEG Charter and to rescind from the CCWG IG / CCEG.
Taking into account the high level of support by the ccTLD managers present in Barcelona for continued lightweight coordination and the recognised need to liaise with different groups under the ICANN umbrella and other groups deemed relevant to coordinate the sharing of basic information on Internet Governance events considered relevant by the ccTLD Community, the ccNSO Council requests its Chair to propose the Terms of Reference for a lightweight coordination/liaison committee. The committee should include at least two Council members and one member of the broader community. The effectiveness of the committee will be reviewed one year after it has been established.
The ccNSO Council requests the Secretariat to publish this resolution as soon as possible after adoption. In accordance to the rules of the ccNSO (http://ccnso.icann.org/about/ccnso-rules-dec04-en.pdf), the decisions in this resolution will become effective seven days after publication of these decisions by the Council. For the interim, the Chair of the ccNSO is requested to inform the co-chairs of the CCWG IG and the other chartering organizations of this decision of the ccNSO Council under the assumption that this decision will become effective and subsequently, after seven (7) days, whether the decision has become effective.
The ccNSO Council wholeheartedly thanks all members and participants of the CCWG IG and CCEG.
