Greetings, As you have seen from the latest detailed agenda, we have before us on Thursday’s call under Agenda item 8.2 consideration of three approaches to the timing and sequence of events revolving the forthcoming election to replace Chris in seat 11 of the ICANN Board. I submit that Option 1.B is a “non-starter”, and should be eliminated from consideration. There are two reasons for this: First, the proposal violates the Election Guideline with respect to the requirement that a minimum of two weeks must elapse between the Candidate Q&A and the selection process (this is noted in the comments within the proposal). Second, and more importantly, it calls upon the Empowered Community Administration to certify and forward to the ICANN Secretary an elected representative for Board Seat 11 before that has actually occurred. Let me be blunt here. Under NO CIRCUMSTANCES will the Empowered Community Administration do this. Frankly, I’m embarrassed that the ccNSO Council is even considering this option, given it is a violation of the Election Guideline, as well as it being a violation of the ICANN Bylaws. We cannot make things up as we go along, which is what Option 1.B strikes me as doing. My view is that we strike it from consideration on our up-coming tele-conference, and save the time for more considered discussion of the remaining options. Best Regards, /Stephen
