With this in mind, and as we are dealing with a Community Reconsideration, the ccNSO, as well as the other Decisional Participants (DPs), have been asked as members of the Empowered Community to support the Reconsideration Request (Annex D, Section 4.3). If at least one other Decisional Participant expresses its support to the Community Reconsideration Request, a Community Forum needs to be convened at the direction of the Empowered Community Administration (in-person or virtual). If no DP supports the request, the Community Reconsideration request will end.
Currently we do not have a procedure in place for the ccNSO on how to determine whether there is support for this type of Request by the ccNSO. However, we do have a procedure for the Rejection Action Petition. From a workflow perspective the request for support of a Rejection Action petition is similar to the Support of a Community Reconsideration Process. I suggest that we now first decide by Wednesday 25 June 2025 noon UTC, to use a decision process, and once in place take a decision on the ALAC request itself.
The proposed process:
1. The period to seek support ends at (twenty-one (21) days after receiving the note from ALAC seeking support. The note was formally received on 19 June. The Community Reconsideration Petition Support Period ends 10 July 2025. 2. Under the Rejection Action Procedure, the Council is expected to meet no later than 20 days after receiving the request for support. The secretariat will schedule a call for 8 July 2025. 3. The ALAC request will be posted on the website/wiki. 4. Solicitation community input: starting Wednesday 25 June, until 1 July. Inform community of request and invite comments, if any (Sean, to reach out as Process Manager, as he does with Rejection Action Petitions). Comments, if any, to be taken into account by Council at its meeting on 8 Jul 5. Due to the tight timelines the Council decisions are administrative i.e not subject to the members call for a vote. They are effective immediately upon publication
If no support for Request Community Reconsideration, no action is needed (maybe out of courtesy inform others). If supported, ECA, other DP’s and ICANN secretariat need to be informed.
