Greetings, Please find attached two Rejection Action Board Notices and an Approval Action Board Notice from the ICANN Board Secretary. Please note that this communication is intended to satisfy the notification requirements outlined in Annex D, Article 1, Section 1.2 of the ICANN Bylaws with respect to the ICANN Board’s change to a fundamental Bylaw, and the notification requirements outlined in Annex D, Article 2, Section 2.2(a) with respect to the two standard Bylaw changes adopted by the ICANN Board. Additionally, it is intended to satisfy the Community reporting requirements stipulated in the ccNSO “Guideline: ccNSO Procedure for the Exercise of the Empowered Community’s rights to Reject Specified Actions”, Section 4.1. What is this about? The ICANN Board recently make changes to three ICANN Bylaws; two “standard” Bylaws, and one “fundamental” Bylaw. With respect to the two “standard” Bylaw changes: The ccTLD Community has 10 days from the date of the Rejection Action Board Notice to submit any objection (known as a “Rejection Action Petition”) to the Bylaw changes to the ccNSO Council for consideration. Please note that non-ccNSO members are fully entitled to submit an objection to the Board’s action with respect to these two Bylaw changes. The deadline for submitting any Rejection Action Petition is 23:59h UTC on 23 September 2019. Any Rejection Action Petition should be submitted to the ccNSO Secretariat at ccnsosecretariat@icann.org<mailto:ccnsosecretariat@icann.org>. With respect to the “fundamental” Bylaw change: This requires affirmative consent from a minimum of three Supporting Organisations/Advisory Committees (SO/AC), and no more than one objection from an SO/AC to go into effect. No action at this time is required or expected of the ccTLD Community. The Empowered Community Administration will be formally notifying the ICANN Corporate Secretary of their intention to hold an Approval Action Community Forum at the upcoming ICANN66 meeting in Montréal. This will most likely be scheduled for 08:30h – 09:30h on Sunday, 3 November 2019, affording the ccNSO leadership an opportunity to engage with the broader Community on the merits of the fundamental Bylaw change, which was requested by the ccNSO. Subsequent to the Approval Action Community Forum, there will be a 21 day period during which each SO/AC must decide whether to support, oppose, or abstain from deciding on the merits of the Bylaw change.
