Hello Stephen, Thanks for the questions. The ccNSO Guidelines Review Committee has been preparing guidelines pertaining to Empowered Community Mechanisms in Annex D of the ICANN Bylaws. Currently the committee is working on a ccNSO Guideline regarding a recall of the ICANN Board, or the NomCom appointed Councillors. The timelines foreseen in Annex D cause concerns regarding how to match the deadlines with the internal rules of the ccNSO and the role of the ccNSO membership and Council respectively. The ccNSO Council understood that other SO/ACS are struggling with those timelines as well, and would like to consult with the GNSO Council, in a preliminary manner. Some time ago James (Gannon?) also suggested to Katrina the need to work together on possible bylaws changes. The meeting at ICANN69 could be a start for that conversation. Best regards.
