[ccnso-council] Variant TLD Programme publishes two reports

Dear all, ICANN's Variant TLD Programme has announced the conclusion of its third (out of four) phase, by the publication of two reports: the IDN Root Label Generation Rules (LGR) Procedure, and the User Experience Study for Active Variant TLDs.
