While batching is of primary interest to the gNSO, it is of (secondary) interest to the wider ICANN community. ICANN has not been clear enough how this batching process will work, and this appears to me as a recipe for another unwanted controversy that ICANN may stumble into. The TAS fiasco has forced some of us to explain ICANN to different partiesÂregardless of the fact that we're not in the gNSO. If ICANN opens itself to criticism, the entire ICANN community is affected. Thus, the ccNSO is well within its right to discuss batching with the ICANN Board because if batching proves disastrous (and it has a potential to be so), we all will be affected by the negative publicity, and some of us in the ccTLD community may have to explain many things to our governments. I would like to support Andrei's proposition. It is far from obvious that the current working method is in the best interest of the community. I personally feel that it is more a way to facilitate certain intermediaries in order to get even more money out of the pockets of gTLD applicants than an objective division of applications in an orderly fashion.
I only wonder whether the ccNSO can afford to debate this with the ICANN Board while it is more relevant to the gTLD's than to us cc's. But if this would be the case, I'm very much in favor off Andrei's suggestion.
