Honestly, I have no idea how to call that – a paper or a report. I went through the website and the document itself – ICANN org does not call it anything. However, I think it cannot be a report because it (kind of) analyses possible options. When they summarise feedback from the community, that is going to be a report. Therefore, I would think it’s ok to call it a paper.

Hence, the question – are you ready to approve it within 2 days or you prefer that the comments are submitted by the GRC? Please note, comments submitted by the Council, of course, have more weight than those submitted by a working group.
