This is the final proposed draft that is being sent to the Board for consideration and adoption during the Board's workshop from 1-3 May 2019. In addition, the ICANN organization and Board Finance Committee have approved the Staff Report of Public Comments<https://urldefense.proofpoint.com/v2/url?u=https-3A__newsalerts.icann.org_v0...> , which was originally published on 22 March 2019. Under ICANN's Bylaws<https://urldefense.proofpoint.com/v2/url?u=https-3A__newsalerts.icann.org_hP...>, after the Board adopts these documents, the Empowered Community then has the ability to reject them before the documents go into effect.
