Gabi, Well, I guess that if there was an urgent need for funding someone's travel to Cairo, some councillor would have mentioned it already. I agree with funding Paulos this time, and carrying the rest of the funding over to the next meeting. Patricio Gabriella Schittek wrote:
Patricio and Oscar,
The deadline for letting ICANN know our final number of funded people is tomorrow - that's when they need to confirm the number of hotel rooms (we already extended the deadline from the 27th August, there is no way to get this extended again) . I doubt there will be enough time for finding suitable candidates + getting them approved by the council by tomorrow.
I know there hasn't been much time to consider this issue, however, as a reminder - Chris sent out all information on this on the 21st August, so there has been time for some discussion, and I'm afraid this suggestion comes a little too late.

My only concern is that this funding may be used also to support non-councillors whose presence at the meeting could be important for the policies being discussed, and so far they have had no way of knowing that this funding is available. Perhaps we could ask councillors to consider if there are other people in their regions, who cannot afford to go to Cairo and that because of the work they are doing for the ccNSO (in working groups, for instance) might deserve to be supported.

Dear Councillors,
According to Lesley's suggestion to only fund "those who would otherwise be unable to attend due to severe financial hardship", I can only identify one applicant for the Cairo meeting, which is Paulos Nyirenda.
The unused funding will be carried over to the next meeting. In the meantime, the council is to define a policy on who to fund for the coming meetings.
Please, could you confirm by tomorrow, 2nd September that the funding of Paulos is OK with you.
Thanks,
Gabi
