Dear Councillors, Attached is an amended version of the Travel Funding document, on which a resolution is expected to be passed in Cairo. The Processes Working Group received three comments to the document, and here is an explanation on how they were implemented, or why not: - What if the meeting schedule changes so that there are only two ICANN meetings per year? The Processes Working Group added an additional paragraph on "review" with the suggestion that the travel funding guidelines will be revisited in situations when considered necessary. - Adjust timeline so that some time is allowed for the appeal process The Processes WG decided to skip the option of the appeal process. The basic thoughts behind this were: a. Given the limited time between the call for applications and granting funding, an appeal would create a logistical nightmare. Firstly, informing the Council and the decision time will take at least one or two weeks. Secondly, pending the decision on an appeal, somebody who could go instead would have to wait until a final decision was made by the Council, before this second application could be taken into consideration. b. It was felt the Council should be involved as little as possible in taking decisions of individual travel funding. However, in case this guideline would not work i.e. ambiguity would remain, an extra paragraph was added (see "Omission in Case of Unreasonable Impact of Guidelines") to deal with these circumstances on an ad-hoc basis. If it would be more structural, the review process could kick in. - The Travel Fund Committee should be comprised by the managers of the regional organisations. The Processes Working Group felt that it would be inappropriate to let a group of people from outside the ICANN structure decide on ICANN funding. Also, it was pointed out that not all regions (North America) have a regional organisation and that if the funding committee is foreseen to consist of three voting members + ccNSO Secretariat, not all regional organisations will have the possibility to participate. The Processes Working Group hopes that you find the amended Travel Funding guidelines acceptable and will propose a resolution on this at the next Council meeting in Cairo. Kind regards, Gabi
