There is almost no chance of the WG reaching a consensus in favour of "blanket immunity" for ICANN, in my view. But it's more possible that the repeated demands of Brazil and Iran for immunity might result in a "limited", "qualified" or "partial" immunity for IANA. Or at least a recommendation in favour of it. I think the US Government (who would have to provide that legal immunity) is not that likely to want to do it (but stranger things have happened). What's most important about this example is the shocking lack of understanding on the WG for the ccTLD world - with some members believing that we are all controlled by the respective governments anyway, and that it's appropriate for such parts of ICANN to be discussing fundamental matters that affect ccTLD policy.
