Between 11 February 2026 and 23 March 2026, ICANN held a 40-day public comment period on a proposed Standard Bylaws Amendment to Article 27 of the ICANN Bylaws, a Transition Article that would temporarily pause ICANN's obligation to conduct the four Specific Reviews (the Accountability and Transparency Review, the Security, Stability, and Resiliency Review, the Competition, Consumer Trust and Consumer Choice Review, and the Registration Directory Service Review), and would set out the conditions and schedule under which those reviews would resume. On 3 May 2026, the ICANN Board approved the Standard Bylaws Amendment. The approved amendment is identical to the text posted for public comment. No other changes to Article 27 are proposed or anticipated at this point. On 11 May 2026, the ccNSO, as one of the Decisional Participants, received a notice from the ICANN Secretary pursuant to Section 25.1(d)(i) of the ICANN Bylaws <https://www.icann.org/en/governance/bylaws#article25>, initiating the 21-day Rejection Action Petition Period for the community. The deadline for submission of a Rejection Action Petition(s) to the ccNSO role account (ccnso-petitions@icann.org) is 21 May 2026 11:59 PM UTC. If you are interested in submitting a Rejection Action Petition with respect to the Standard Bylaw Amendment, please consult Section 2 of Annex D for the requirements that must be met (https://www.icann.org/resources/pages/governance/bylaws-en/#annexD).
