No objection to the .NA application to join the ccNSO. However, the issue of fees is relevant to this issue since the ICANN bylaws clearly indicate that the "ccNSO Council shall establish fees to be paid by ccNSO members" , but, it indeed currently has zero impact, as of now, only because the current fee is at zero. We can also choose to ignore the first bullet in the cover letter because it is clearly only relevant, as the letter clearly indicates, only "at this point". There is zero chance that it will always remain relevant. I vote for approving the .NA application, and just acknowledging receipt of the cover letter.
About the first point raised in the letter, I think it is not relevant, as the ccNSO does not collect any fees from members. Any conditions .NA may wish to impose on its contributions to ICANN are a matter between .NA and ICANN, and do not involve the ccNSO.

Dear all, Included the cover letters for .NA and the .NU (from 2003). The Launching Group approved the .NU application and noted the cover letter did not impact the terms of membership.
Becky and I checked and the statements included in the cover letter from of .NA do not have any impact on the terms of membership according to the Bylaws nor do they effect the activities of the ccNSO. The cover letter also has no effect on the commitments contained in the application for ccNSO membership. If we are to be consistent with the decision in 2003, the cover letter can be treated in the same fashion, and the application approved.
We strongly urge that the Council act on .NAs membership application by email as soon as possible. Kind regards, Bart
