As the GNSO council ends up, I just want to draw the attention of the council on one motion adopted at the GNSO Council (8th December) and one topic in the new gtld discussions that is of importance for the GNSO council :
1/The motion adopted is about the introduction of IDN tlds in 2009 : it reads at follows :
Whereas both the GNSO and ccNSO are anticipating implementation of processes to introduce IDN TLDs in 2009,
Resolve
1) the GNSO Council strongly believes that neither the New gTLD or ccTLD fast track process should result in IDN TLDs in the root before the other unless both the GNSO and ccNSO so agree, and 2) fast track IDN ccTLDs should not be entered into the root if they do not have an enforceable commitment to do the following:
i) follow security and stability requirements such as those contained in gTLD Registry contracts, IDN Guidelines and IDN standards; ii) pay ICANN fees sufficient to ensure that IDN ccTLDs are fully self-funding and are not cross-subsidized by other ICANN activities.
2/ on a slightly similar topic, gnso is concerned about the gap between the content of the current new gtld draft application guidebook and the recommendations made by the GNSO council and adopted by the board. Comments have been made through the public comments process, but GNSO is currently working on pointing out clearly what are the main areas of divergence. Two of them seem very important to some of the GNSO council members, and they are : Restrictions to one and two letters IDN TLDs should not be the same in the new gTLDs process as it is currently. The rules for the geographic TLDs should be closer to the gNSO recommendations than to the GAC ones.
These two points are partly covered by the comments made by the GNSO on the draft implementation plan for IDN ccTLDS (GNSO contribution is attached)
3/ Avri Re- elected ! some discussions not finished yet on RAA, and GNSO restructuring, as well as travel funding Something about an invitation I've been asked to forward but I'm not sure to have quite understood. I'll ask glen and come back to you later on that.
