[ccnso-council] Public comment Bylaw changes IFR (section 18 ) and CSC (section 17)

Dear all, ICANN has opened a public comment period on Fundamental Bylaw changes related to IANA Function Review and CSC Effectiveness Review and CSC composition. The latter also requires a charter amendment. This proposed charter changes are also subject of the public comment period.
